ABOUT THE PROJECT

Our client is the Office of Veteran Policy Support of the Ministry of Veterans Affairs searching for a Product Owner. Full-time position.

REQUIREMENTS

– More than three years of experience managing software development projects and experience handling similar complexity projects.
– Understanding and skills in project management in IT development according to Agile approaches such as Scrum, Kanban, Crystal, FDD, XP, etc.
– Experience in developing electronic services for users, knowledge of technologies such as interoperable solutions.
– Knowledge of designing, developing, and implementing software, formulating high-level technical requirements for software products.
– Ability to structure elements of information systems and define technologies and possible software solutions.
– Experience writing technical assignments, requirements, and specifications for IT projects.
– More than two years of experience with Jira and Confluence.
– Experience communicating with government bodies (clarifying requirements, conducting presentations).
– Experience in implementing IT projects.
– Developed organizational skills and attention to detail.
– Knowledge of the English language will be an advantage.

RESPONSIBILITIES

– Formulate and agree on the project roadmap, determine key areas of development.
– Organize and hold regular meetings with stakeholders.
– Gather, analyze, and document requirements for modernization and development of digital services.
– Organize interaction between teams of experts, developers, designers, analysts, testers, and other project participants.
– Coordinate the work of contractors, partners, and government institutions involved in the project.
– Determine key priorities, KPIs, and distribute tasks among teams according to the work direction (technical, regulatory, communication, administrative, etc.).
– Ensure effective time management and control of task execution.
– Monitor all stages of software development, ensure compliance with schedule and budget.
– Prepare reports on project execution progress.
– Participate in the preparation and review of technical documentation.
– Coordinate the preparation of tender documentation and technical tasks for contractors.
– Coordinate development processes according to methodologies such as Scrum, Kanban, XP, etc.
– Use modern project management tools (Confluence, Jira, Notion).
– Represent the project at meetings, forums, and other events.
– Control the quality of the product at all stages of development and testing.
– Coordinate the implementation of new digital services and services for war veterans.
– Participate in creating the concept of a veteran service ecosystem and plans for its implementation.
